Details: | SUMMARY: CT data reporting equipment failure DETAILS: John called Monday morning to report that the wind storm took out their CT structure on Thursday night. This is where they have continuous chlorine residual readings, temperature, and pH for CT compliance. Trees fell, bringing power lines down, particularly in the area of the CT structure. They could not go near it because of live wires. John Wesely was off on Friday (fixing the roof on his house), and no one called him or took grab sample measurements every 4 hours. The chlorine analyzer was working at headworks and shows no disruption in operation, and the daily checks at the inlet to the first reservoir (downstream of 1st user and CT station) were at their target of 1.3 ppm chlorine. Since this was a monitoring and reporting problem, not a water quality problem, I told John that it would be a violation requiring a Tier 3 public notice, not Tier 2. ACTION NEEDED: He will write up a letter explaining the situation and providing the data from headworks. He will report the violation in the 2006 CCR. Meanwhile they are considering ways to make sure this doesn’t happen again, like providing a propane generator at the CT station, or having an alternate site for grab measurements. |
