Details: | SUMMARY: CWS referred to circuit rider program for assistance developing an enabling authority for cross connection control DETAILS: This CWS serves a mobile home park with 40 service connections and a population of approximately 75. Drinking water is supplied by two wells through a single entry point. There is an onsite park manager who is also the certified operator of the system, but Ms. Cochran, the owner, is the primary contact and takes an active role in assuring compliance with regulations. Ms. Cochran is not aware of any cross connections or testable backflow devices in the system, but acknowledges that there is not a written enabling authority (EA) for the system. I called Ms. Cochran to discuss their cross connection control (CCC) program and the requirement for a written EA. Cochran accepted the offer of assistance for the EA and requested that we do it by email if possible. I told her that I would prepare a document that would comply with the EA requirement and a cover letter that she could use to submit the signed document to the state DWP. She said that would be fine, so it was done. I also offered assistance with the annual summary report for 2006. ACTION NEEDED: Ms. Cochran needs to submit the adopted enabling authority document to the DWP. |
