Details: | SUMMARY: SUMMARY OF 9/10/07 SITE VISIT TO INVESTIGATE WHY NO WATER DETAILS: On monday Vic contacted John McGhee, the engineer who did the original plans for the new well, to discuss the current situation. Mr. McGhee figured out that the Judd Rd reservoir basically pressurizes the part of the park that ran out of water, so that is how 2 of the 3 reservoirs could be full while some residents have no water. Mr. McGhees intial idea is to add more storage capacity at the Judd Rd. reservoir site (10,000 gallons via a black high-density polyplastic tank) and use the emergency Judd well for 15,000 gallons/day to fill it and the existing reservoir back up. There is also a short water line from the low point of the distribution system where a booster pump pumps about 30 gpm of the system (i.e. Orion well water) up to the Judd Rd reservoir. I was at the Judd reservoir at about 2pm and there was about a foot of water in it. Vic said that even with the water conservation measures in place, the water being pumped from the emergency Judd well is going out to re-pressurize the system, plus people are still using the water and drawing down the reservoir. I suggested to Vic that they use a water hauling service to help fill the Judd reservoir and he said he would look into that. BVW can fill the trucks from a hydrant at the Orion well. By the time I left around 3pm, Vic said all residents had water-- folks who were completely without water now are at about 12-15psi. The plan is: as the Judd reservoir fills, pressure will return to the upper parts of the distribution system. I told Vic that the additional storage will need plan review with the State DWP. When I returned to the office, I called Steve Wise and he agreed to initiate the plan review process as soon as the details are ironed out. ACTION NEEDED: see other contact report |
