Pete told Gordon McGhee, Gail Johnson, and Beth Randolph (new WQ manager at City of West Linn) to use old (pre-2008) Public Education (PE) rules, in order to not hinder public understanding and to help WSs distribute on short notice.

All WSs failed to distribute PE in 2007 while they worked on a corrosion control plan. The WSs likely confused their compliance sampling reprieve with public education distribution requirements -- when working on a corrosion control plan the sampling requirements are waived, but the PE distribution requirements are not.
While it is a violation, no violations will be attributed to the water systems for failing to issue PE in 2007 -- nor do their CCRs need to reflect the violation. ACTION NEEDED: * Check back with Gordon, Gail, and Beth to assure all Public Education materials have been distributed if DWP has not received a copy of the PE on 15 August 2008.
