Details: | SUMMARY: Summary of December 2008 impacts on water quality due to power loss DETAILS: I spoke with Zachary to review the email sent from Corbett Water to DWP on 1/6/08 regarding impacts of storm and power loss on plant operations at Corbett. Power loss occurred for 2 hours on Dec 14th, and 6 hours on Dec 25th. Plant shut down for the 6 hours on Dec 25th (no flow thru clear well), but not on Dec 14th (flow thru clear well to tank). During both periods, Corbett had no water quality readings for all points in the system, and the distribution system was fed from the water in the reservoir which had already met CTs. Before and after both time periods without power, chlorine residual entering the system from the reservoir was above 0.7 mg/l. No other water quality fluctuations, including daily chlorine residual readings in distribution system, were observerd during power loss periods. ACTION NEEDED: Zachary to submit December monthly monitoring data sheet for chlorine residual and CT monitoring. Corbett will note the January 6, 2009 email on the December monthly monitoring sheet, so that it can be understood more clearly that the power losses resulted in instrumention lapses, but did not have an apparent effect on water quality entering the distribution system. No monitoring and reporting violation as Corbett (3300 population) is required to take 4 readings daily of residual in leiu of continuous residual monitoring. On Dec 25th, Corbett has readings for all but 6 hours of the day. |
