Details: | SUMMARY: Customer complaint regarding installation and repair of water lines DETAILS: I received a call from Tommy Tucker (503-538-0887) regarding his concern for how waterlines were being installed and line breaks fixed as part of a private development project (Allison Inn in Newberg). I spoke to Joe Kavale (503-537-2000), project manager for Springbrook Properties, and he said that he was unaware of a problem but said to let him know if there was something he needed to do. I spoke to Steve Biddle (Newberg City inspector) and Howard Hamilton (City engineer) (503-554-7705) who said that the PVC waterlines owned by Springbrook Water Assoc installed under paved street needed to be moved to meet city code as part of the Allison Inn project. He said that the lines were installed in public ROW behind the curb, but the work was not subject to inspection. The permit number for the project is BC071146. He recommended I contact Joe Tice (503-710-6004) with Saunders Co to find out more. I spoke to Joe Tice who said that they did move the waterlines, but they did not have construction plans for them. He said that they could provide plans if needed. I spoke to Phil Ledet (503-537-1000), the Admin Contact for Springbrook and he said that they would have done things differently, but was grateful for the new waterlines. I recommended he make sure he get plans on where they were located and how deep they were buried and that I would speak to Carrie Gentry (971-673-0191) with DWP about plan review requirements. ACTION NEEDED: Carrie Gentry to follow up about plan review requirements. |
