Details: | SUMMARY: TTHM RAA Exceedance DETAILS: Monroe exceeded the Running Annual Average MCL for TTHMs taken 6/08, 8/08, 10/08, and 2/09. The system switched from a groundwater source to surface water in 2/09-- however, they believe that groundwater was likely still in the distribution system when the February sample was taken. Another sample was taken in 5/09, this time from surface water, and both TTHM and HAA5 exceeded the MCL. John Potts with the circuit rider program visited the system to conduct a tracer study. He said their raw TOC was high, but it drops with warmer temperatures. The systems chlorine goal in the plant is 1.5 to 2.5 mg/L, but it drops to 0.4 mg/L in the distribution system. The system is attempting to decrease its DBPs by increasing turnover in the reservoir and increasing hydrant flushing from 10/month to one every day. I spoke with Jeff on 6/26 and he is going to issue public notice for TTHM the week of 6/29. Disinfection profiling will not be required until the system exceeds the RAA with four quarters of surface water sampling. ACTION NEEDED: Await copy of public notice. Monroe to reissue public notice every three months as long as violation continues. |
