Details: | SUMMARY: Conference call with City, WRD, and consultant regarding surface supply shut-off. DETAILS: A conference call was held to discuss the surface supply shut-off due to the water right claim. The following attended: City - Stan Horrell, Mayor, Jim Munyon, City Council, Georgia Patterson, PWD. Anderson-Perry Engineers - Dave Wildman, Howard Perry. WRD - Mike Ladd, Eric Julsrud, Hailey Bothene. DWP-Gary Burnett. A water right action had been called by Carl Voigt who has an 1866 priority date for 17 gpm from Dixie Creek. Eric Julsrud, watermaster, had received the complaint at 8 am on July 27, and had requested the City shut off their source collectors at 8 am July 28 for 1 week. The City requested more time prior to shut off so the public could be notified and watering restrictions could be implemented. There was a lengthy discussion of several issues including keeping the slow sand filter beds wet, how long the shut off would need to be to determine "futile call" or not, and how to increase the water right for city well 2. The well is currently capable of pumping 150 gpm (after recent rehab), but water right is limited to 89 gpm. City currently needs 300 gpm plus to maintain level in 1 MG reservoir. WRD will seek to grant a "limited license" for well 2 so the City can immediately use 150 gpm from that source, and Well 1 will be used for 50 gpm. ACTION NEEDED: City will shut off surface supply for 48 hours to see if any water shows up at the Voigt point of diversion. WRD to grant a limited license to allow use of Well 2 up to 200 gpm. |
