Details: SUMMARY: Emergency Response Plan (ERP) DETAILS: Unable to reach operator by phone 2/19/09. Made field visit for initial contact but unable to make contact again. Second field trip to contact operator made 2/27/09. Discussed what is happening at a state level and the need for an ERP. Made follow up phone call with operator on 3/5/09 to further discuss ERP and schedule appointment for 3/6/09. ACTION NEEDED: Will follow up on 3/6/09
