Details: | SUMMARY: Response to hydraulic oil spill in South Umpqua River DETAILS: I spoke to Jessy at 10:30 am after being referred OERS #2011-0077 by Nick May, PH Duty Officer. Approx. 40 gallons of hydraulic oil spilled on site at 8am, most contained in stormwater drainage system, and on the ground. Booms, pads, and sawdust used to contain majority before reaching river. Sheen of about 20-30 yards long and 2 feet offshore observed in S. Umpqua. Intake for Roseburg FPs plant is approx. 300-400 yards upstream of stormwater outfall. Jessy contacted DEQs Paul Kennedy. I consulted Douglas Co - S. Umpqua emergency spill maps, and contacted Landon Rainwater at Winston Dillard (541-679-8102) and Doyle Tankersly at Robberts Creek (541-679-6321), both with intakes at least 5-7 miles downstream. Neither system has noticed any sheen near their intakes, and both were notified promptly by Roseburg FP today. Roberts Creek may shut plant down at mid-day today, and backwash the filters. Doyle did not notice anything unusual on the filters. ACTION NEEDED: DWP to notify Roberts Creek or Winston Dillard of any additional updated information regarding the spill, and continue to provide support as necessary to Roseburg FP. |
