Details: | SUMMARY: Boil water notice - SWTR violation DETAILS: I followed up with Scott, after a boil water notice was issued after turbidities spiked above 5 NTU, and chlorine dropped to 0.03 mg/L at the treatment plant-copy of notice received by DWP on 3/18. Scott (who is not certified and sitting in for Jim Kuhns-who returns 3/22, and only has attended the 8-hour Small water operator course) consulted with DWPs Joe Carlson on 3/18/11 in the early afternoon. All users either called personally, or sent a written boil notice by Saturday 3/19 at noon, as directed by DWP. High turbidity was due to power outage, where streaming current meter failed, and too much polymer was dosed. Additionally there was lots of debris up at the spring. System is working with Derril Lockard of Rainier and Rob Henry of HBH to conduct jar tests to manually set optimum polymer dose at feed pump. System also ensuring a higher chlorine residual at plant. Turbidities down to 0.4 NTU and chlorine at plant up to 1.03 mg/L as of 3/20/11. ACTION NEEDED: Midland working with Rainier and HBH today to perform modified jar test on 3/21 to be able to manually set optimum polymer feed rate at feed pump. System will try and flush high chlorine at plant through system to try and see a higher residual throughout distribution. System will take coliform samples after flushing and consult with DWP. I forwarded DWPs filtration/disinfection BMP to Scott and Jim Kuhns today (3/21). DWP to provide support in follow up and will review bacti results and turbidities/chlorine levels prior to approving lifting boil water notice, and perform treatment plant site inspection on 3/24 with Jim. |
