Details:	SUMMARY: Discussed terms of BCA DETAILS: Rick called with some concerns regarding the October 31 deadline for having an operator in place to serve as treatment DRC for the system. Rick isnt sure whether they will be able to find a contract operator because many seem to be uncomfortable signing a contract to serve as DRC for the Midland plant. There are other operators available, but they may not have the necessary experience to be certified at the level necessary to serve as DRC. I told Rick that if the association is acting in good faith and doing everything possible to obtain a qualified DRC, then it is unlikely we would take further action. We would probably allow a reasonable extension in such a case. ACTION NEEDED: Follow up with the system regarding potential DRC candidates and options for designating an appropriate DRC.
