Details:	SUMMARY: Violation for TCR non-reporting DETAILS: Roger called because he received a postcard in the mail. Their system has not been sampling for coliform. He wanted to make sure he was not personally responsible or would be charged a fine personally. I said no, that he is the contact we have for the system. I explained the requirements, that public water systems have to test the water monthly (they are listed as surface water). He does not agree with the requirement, and says that they do not drink the water unless it is boiled. After a brief discussion on the merits of regulating public water systems, I repeated the requirement, and told him the system will accrue violations if they do not comply. He said the users are not "organized" and it may take a while to change things, if ever. ACTION NEEDED: encourage testing and proper treatment as able.
