Details: | SUMMARY: Disinfection interruption 6/29/11 DETAILS: Bob indicated no chlorine residual at the entry point measured 1159pm on 6/29 as chlorine pump failed, potable system shut off at that time. Given that CTs last met at 12:12 am on 6/29 at the entry point, and no continuous data and no alarms, roughly 24 hours could have passed, where undisinfected water sent to system. Bob estimates that over that time, up to 19,500 gallons could have been sent to users. Following BMP, disinfection and CTs re-established at 1:30 pm on 6/30, and potable system back on. At 5 pm on 6/30, I required a boil water notice, as undisinfected water sent to system. Bob posted notice throughout plant on 6/30 in evening. System flushed out roughly 45,000 gallons of water in system at 7p on 6/30 to move any bad water out. Cl2 residuals up to 1.0 - 1.5 mg/L by 5:30 am on 7/1/11. 2 bacti samples taken at entry point to system at 8:15 am 7/1. ACTION NEEDED: I requested Bob to continue to measure cl2 residual in system. Gave Bob OERS number to call manager when bact results come back on 7/2 to consider lifting boil water notice. Bob to obtain additional sample bottles in case results are positive and system needs to repeat flushing, restoring residuals and taking coliform samples again. System will consult with DWP after coliform results from lab returned. System will send copy of boil water notice to DWP. System continuing to send treated, disinfected water through hydropneumatic tank to system and up to tower. Tower floats on system. DWP and Columbia County to provide support to PGE Beaver. I referenced BMP for disinfection interruptions on web site to Bob. |
