Details: | SUMMARY: Boil Water Notice - High Turbidity DETAILS: Phil contacted me at noon on 11/23 and indicated Midland had placed themselves on a boil order around 11:30 am. Phil notified via phone alarm at 5 am thru automatic system that filtered NTUs above 0.3 for > 5 min. Phil went to plant, conducted a backwash, and NTU filtered at 0.18, with chlorine residual at plant of 0.93 mg/L. Plant shut down. As level in 42,000 gal finished tank dropped this am, system started making water again. Given high raw NTUs and power outages causing coagulant dosing problems with streaming meter, finished NTUs of 1.2 being sent to tank and users around 11:30 am. Given high turbidity, chlorine residual at plant down to 0.45 mg/L. Level in tank is lower than normal, so not much contact time in tank, with peak flows estimated at 50 gpm. Concern that CTs may not be met. System issues pre-emptive boil notice and begins calling residents at 11:30 am. ACTION NEEDED: In speaking with Jim Kuhns (503) 308-3667, we laid out a plan to lift boil notice. I forwarded best management practices for filtration & disinfection interruptions to both. Free chlorine residuals at 1 mg/L now at plant, will increase to 1.5 mg/L. System will try and get proper coagulant dose determined for proper turbidity levels of finshed water. System will then flush system. Then ensure detectable chlorine residual and lower NTUs in distribution system. Coliform samples will then be collected. I asked Jim to contact DWP after results from lab for direction prior on lifting the boil notice. Midland to contact DWP for assistance throughout process. I provided OERS after hours number to Jim and Phil. |
