Details: | SUMMARY: CT Tracer Study DETAILS: The System is a small community water system located just outside Milton Freewater in Umatilla County. The water system serves 29 connections with approximate 60 people. The system’s well was determined to be in violation of the Groundwater Rule due to E coli Positives. Due to the lack of a well log, a septic drainfield was constructed inside of the 100’ setback requirements, a Corrective Letter was issued requiring the system to (1) Connect to a neighboring system, (2) deepen the existing well into the basalt and construct to current standards, or (3) construct a new well into the basalt aquifer. HBH was contact by Bill Goss with DWP to potentially provide assistance completing a LOI or provide other assistance to the system. HBH contacted Ms Shaw by phone and she indicated that she had no ability to move forward with any of the presented options. The neighboring system (Milton Freewater) would require a vote for annexation. She felt there was no chance of this occurring and she also indicated that the other 2 options would be blocked by Milton Freewater. She indicated that they had a senior water right on the basalt aquifer which allowed them to refuse to allow the deepening of the existing well of the development of a new well. She stated that she had been told by the City that they would not allow the well(s) and she feels the only option is to discontinue water service.
