Details: | SUMMARY: False Boil Water Advisory DETAILS: The water system operator contacted HRCHD at 9:30am today to report the results of source water assessment monitoring for microbiological contaminates. He reported that both samples were positive for e-coli bacteria. 2 tests had been performed, one at each well source. The tests were taken on 2/11/13 (an alarming delay).Hood River County Health Department advised the operator to immediately issue Tier-1 boil water advisory. Our rationale was our presumption that both wells accessed the same aquifer (a well field) eliminating the requirement for confirmation sampling (as is customary when only one positive sample is observed at a single source). After reporting the issue to Hood River County, Emergency Operations and the Oregon Health Authority, Drinking Water Program, messages started circulating that the water samples referenced had been misinterpreted by the water system operator. HRCHD contacted Addy Lab, LLC (#WA100008), 360-750-0055, to discuss the water tests in more detail. The laboratory reported that the misunderstanding originated because the laboratory performed (at the request of the operator) an unusual test which performed a ‘count’ of coliforms (including e-coli). The ‘count’ results did not meet the threshold for a ‘positive’ coliform (or e-coli) test result as per the requirements under OAR: 333-061.After receiving the updated information from the laboratory, HRCHD contacted the operator and rescinded the boil water advisory (by 10:15am). No media contacts, formal communications or other press releases had been made by the time the boil water advisory was lifted. HRC Emergency Operations was immediately informed of the update-- all people, organizations, departments and agencies were instructed of the situational update immediately ACTION NEEDED: none |
