Details: | SUMMARY: Complaint Investigation DETAILS: Received a complaint from a resident of poor water quality (bacteria, nitrate, high chlorine) in the drinking water and potential tampering of water quality samples on 7/2/2013. Casey Lyon and I made an unannounced visit to check chlorine records, check free chlorine residuals, and collect coliform bacteria samples on 7/9/2013. We met with the onsite manager, Karen Barlow. Daily chlorine records show values from 0.81-1.01 mg/L free chlorine. We checked chlorine at the club house kitchen sink, mens room and at the outdoor spigot of space #60. Our chlorine tests showed free chlorine residual ranging from 0.88-0.98 mg/L. To meet 4-log disinfection requirements, chlorine must be above 0.6 mg/L and below 4.0 mg/L, therefore, chlorine disinfection is in compliance. In addition, I talked to Mike Friese at Delta Environmental Laboratory. The lab is under contract with Bella Casa to collect water samples for coliform and nitrate. Mike collects these samples himself. He does not tamper with the samples and the park owners and managers are not involved in this process. Coliform results have been absent since September 2010. We collected samples at the mens room in the club house and at space #60, both of which were also absent for coliform. ACTION NEEDED: I sent an email to the complainant explaining the findings of our investigation. The system is currently in compliance with water quality standards and disinfection treatment requirements. No further action is warranted unless evidence to the contrary is provided by the complainant. |
