Details: | SUMMARY: Follow up to September 2013 monthly percent turbidity violation DETAILS: I spoke with Phil today about the September 2013 violation for Midland for not meeting the requirement that 95 % of 4 hour readings below 0.3 NTU limit. The problem was comprised of the following: 1.) Combination of high summer demand creating the need to use the creek source in addition to the 2 springs with high (6-8 raw NTU) levels in the creek due to unusual September storms. 2.) Difficulty in responding to changes in streaming current meter readings as a result of spiking raw NTU due to him working a 2nd job, and 3.) Questions about having adequate number of correct coagulate feed pump tubes to feed desired dose. Phil will not use the creek source at over 3-5 raw NTU in future and better use other sources/finished water storage to meet demand (system has not used creek since October). October and November finished NTUs meeting all requirements. System distributed tier 2 notice to all users in October with copy to DWS. ACTION NEEDED: DWS to visit plant in early 2014 to review plant performance issues, such as 1.) Operator ability to more quickly respond to high raw NTU and varying SCM readings 2.) Whether coagulant feed pump settings are adequate to deliver desired dose withing the speed pump setting range, 3.) Coagulate dose calculations and whether the plant flow is measured accurately, and 4.) Whether filter backwash duration and initiation settings are appropriate, and whether the backwash surface wash process is effective. |
