Details: SUMMARY: Disinfection Interruption DETAILS: At 8:30 AM, I received a call from Eric Bufkin with the City of Astoria (00055) who said that due to a power bump, the pump that carries chlorinated water into the transmission was off-line beginning at 10:42 PM on the night of July 1, 2014. SCADA alarms alerted staff who were able to get the chlorine back up to normal levels at 11:04 PM (22 minutes later). Based on a flow in the main of 1560 gpm, approximately 34,320 gallons of non-chlorinated water entered the 21" transmission line. Approximately 35,880 gallons was flushed out of the system at the 6" blow-off #10 located about 7000-ft from the treatment plant at which grab samples showed residuals starting at 1.67 mg/l at 11:30 PM, dropping to zero at 12:08 AM and then back up to 1.47 mg/l at 12:26 AM. Flushing started at the 6" blow-off at Station #13 located 150-ft downstream of the CT station with residuals in the blow-off water of 1.76 mg/l at 12:39 AM, zero at 12:53 AM, and 1.55 at 1:01 AM. Chlorine residual at the CT station (9700-ft from the plant) dropped to a low of 0.22 mg/l at 1:20. Chlorine residual at blow-off Station 17, 13,600-ft from the plant, remained unchanged at approx 1.7 mg/l from 2:24-3:00 AM. Burnside Water Associations metered connection is between the CT station and the blow-off station #13. Eric said he had already notified Richard Anderson at Burnside. I called Kurt Krusick at 9:15 AM and Richard Anderson at 9:25 AM with Burnside who said that flushing was underway and that residuals ranged from 1.42 at 9 AM at Miller Rd to 1.33 at Maki Rd, to 1.25 at 39702 Burnside Loop where a routine coliform sample was also taken at about 10:30 AM. ACTION NEEDED: Burnside Water Association to issue boil water notice. Notice can be lifted if the results of sampling show an absence of coliform bacteria.
