Details: | SUMMARY: Boil water notice issued due to high turbidity DETAILS: System self-issued a boil water notice on 9/27 due to filtered NTU greater than 2 (spiking off the chart recorder which has a maximum of 2). Residents were called beginning 9/27 and the system is preparing a written boil water notice to distribute to all customers. The system has been treating up to 130,000 gallons a day due to excessive leaks in the distribution system. This, combined with the heavy rains last week which increased raw NTU in the Graham Creek source, were creating too much flow for the filter to adequately treat. Phil was backwashing the filters 2 and 3 times a day, with the NTU spiking up to > 1.5 NTU within an hour of the backwash. The chlorine feed pumps were turned up, and the system is maintaining a 1.0 mg/L residual at the first user and 0.8 in distribution. I directed system to hand deliver boil notice today, with copy to DWS. I forwarded BMP to Phil for responding to filtration interruptions. ACTION NEEDED: System to hand deliver boil notice today to all customers. System is fixing leaks and trying to lower the flow through the plant. System will try to filter water effectively to restore treatment. Then system can verify that pressures and chlorine residuals are restored at the entry point and in distribution. The system can then take a coliform sample and discuss lifting the boil notice with DWS. DWS to support system in addressing distribution and treatment issues. |
