Details:	SUMMARY: Reviewed Terms of Bilateral Compliance Agreement DETAILS: Spoke with the school superintendent Steve. The students have access to the drinking water at fountains in the hallways. Discussed the missed deadlines for distributing the required public notices and the importance of meeting all provisions of the BCA. Raised the possibility of negating the BCA and issuing an Administrative Order if the BCA provisions are not met. Steve agreed to send a revised notice home with the children today. Discussed the March 31, 2016 deadline for having treatment for the arsenic removal installed. I proposed an interim deadline of submitting plans for the treatment system within 60 days. Steve noted that Culligan out of Fruitland, Idaho had recently been on site, had collected some water samples, and stated they thought the existing media tanks could be rebedded with new media that would remove the arsenic as well as the nitrate. Discussed plan review requirements of submitting plans to DWS for approval before installation of any treatment system, and the need for an arsenic speciation test. Requested Steve keep me appraised of progress on obtaining a bid and/or plans for installing treatment. ACTION NEEDED: School to distribute public notice, submit plans for installation of a treatment system within 60 days.
