| Details: | SUMMARY: Violation: Phone Conversation – TCR M&R DETAILS: We called the operator to discuss the violation incurred in November for failure to collect a water quality sample for Coliform bacteria. It appears that Hood River County Health Department provided incorrect technical information regarding water quality monitoring in our letter dated 8/26/15. We incorrectly stated that the water system would continue to collect quarterly water quality sampling for microbiological contaminates. In fact, all community water systems must collect monthly samples for microbiological contaminates.We also discussed progress toward transitioning from a ‘Transient’ to a ‘Community’ water system. The operator voiced concerns that ‘Aldridge Ditch Co WS’ lacks financial resources to implement changes immediately. We directed the operator to investigate financial assistant opportunities with the State ‘Circuit Rider’ program. We also informed the operator that they may submit an alternative compliance schedule for consideration. At present, Hood River County Health Department has directed this water system to reach compliance with ‘Community’ water system standards by 1/1/16. ACTION NEEDED: While it will result in an additional violation for the month of December, we directed the operator to collect a sample for microbiological contaminates on 1/4/16 (first Monday of the year). We also directed the operator to begin collected samples for microbiological contaminates monthly (rather than quarterly). | ||
