Details: | SUMMARY: Giardia Cysts Calcs? DETAILS: Randy called regarding letter dated 5/5/16 he received from DWS implying GWUDI status. Some Water District board members are frustrated that this letter says that (1) "water is unsafe because its surface water" when district made decision to treat as surface water because it was the most economical decision for the board and not because the water is unsafe-- and (2) district received no prior indication that daily disinfection calcs would now be required rather than when surface water treatment is provided. There is little difference in safety of water over past years compared to date letter is received-- and (3) there is no instruction on how to meet these newly imposed requirements, just rule references. District is required to complete a monthly form, but no form is provided. District might need to provide public notice, but notice to use is not provided.Advised Randy that it was unknown to me if DWS has a legal obligation to explain rules any more than telling a water company to comply with a cited code provision.Made suggestions: (1) To contact circuit rider to help Randy make a model for giardia inactivation calculations-- and (2) Where to find a local turbidimeter and other apparatus for measuring water parameters for loan or purchase.Promised to send Randy: (1) the monthly report form for disinfection calcs-- (2) Public notice template for potential E. coli exposure-- and (3) Examples of calculating inactivation of giardia cysts.
