Details: | SUMMARY: Change system status to non-EPA DETAILS: Determined during visit this past summer that the system did not meet the minimum criteria for either a community or transient system. Using our current EPA method, they have a total of 9 connections (8 permanent residents/mobile homes plus one more connection for the few transient RV slots). Neither does the system serve more than 25 people for 60 days per year. Explained the consequences of this status downgrade to Glenna - no more water system surveys (which also saves them money), our state staff will not have as much time available to them, but will still respond to water quality concerns. Their monitoring and reporting requirements will not change. The state will also not be enforcing the upcoming LT2 requirements because this surface water system is so small. Glenna began using a very conservative estimated number of contact minutes (28) this past summer, which includes only time in the storage tank but not the pre-chlorination time in the floc tanks. They actually have many more minutes there, but would need a tracer study or more involved analysis to get a realistic estimate. Glenna reports the water can be in the floc tanks several hours. With only 28 minutes in the current estimate, it may be difficult to meet the CT required in winter when the water temperature drops. Brought to Glennas attention that she needs to pay better attention to the CTactual versus CTrequired columns in the monthly reports to answer the question about meeting CT and therefore required disinfection standard. ACTION NEEDED: Will change system status to non-EPA in drinking water database. Will notify Glenna and Rick Hallmark at Coos County of this change. Will send Glenna contact information for OAWU, who may be able to provide assistance with further water and wastewater questions. |
