Details: | SUMMARY: Water Treatment DETAILS: The State DEQ has notified the City that they are “discharging wastewater associated with their municipal drinking water system to the ground in a way that could impact groundwater…”. DEQ has granted a request for a time extension to allow for the City to plan how they will become in compliance.Civil West reviewed four different options to comply with the DEQ discharge requirements, including 1) permitting the discharge with a NPDES permit, 2) hauling the backwash to a neighboring treatment plant for treatment, 3) evaporation ponds and 4) storing and discharging the backwash at an appropriate site in the summer. Civil West corresponded with DEQ (email attached). It was determined that permitting the discharge would be the most feasible solution. An IFA Intake Form was prepared and submitted to IFA to request $35,000 funding assistance for the process of permitting the discharge. ACTION NEEDED: If funding is approved through IFA, the City needs to hire an engineering firm to assist them through the permitting process. The selection of the engineering firm should be made by a qualification based selection. |
