Details: | SUMMARY: Vandalism to Spring DETAILS: On 10/5/17, we received, via mail, the level 1 investigation report and a letter from the operator. Both were dated 10/2/17. The investigation and the letter summarized findings at the springs source that included descriptions of an act of vandalism to spring source. The spring box and the infiltration system/ gallery were damaged and found inoperable.The letter (10/2/17) reported that ‘Crag Rats’ and ‘Snowshoe club’ volunteers performed repairs to the infiltration gallery. This reportedly included excavating the infiltration system piping and pouring concrete mortar on the bottom of the basin and sides of the infiltration pipe. Maintenance and repairs were also done to the damaged steel spring box-- this included shock chlorinating the source. The wooden protective cover was also damaged.On 10/5/17, we contacted the operator via phone to discuss these alterations. We informed the operator that major modifications to the spring system must be formally approved in advance. We asked that future planned work parties be cancelled until plans are submitted for formal review. The operator agreed to pass the message onto the ‘Crag Rats’ and ‘Snowshoe club’ volunteers.We also discussed the pending results from the water tests and the reported loss of pressure in the system. We explained that after a loss of pressure, a ‘boil water’ advisory is normally issued. Since the system has already been flushed and chlorinated, we advised that if the pending results show bacteria remains in the water, a boil water advisory should immediately be issued. ACTION NEEDED: The operator shall submit plans for formal review detailing their intentions for repairing the spring source. A timeline for corrective action will be established by the OHA-DWS program (State). |
