Details: | SUMMARY: Visit to assess source conditions DETAILS: On 10/10/17, the following met Vic Lindsay on site: Casey Lyon, Shawn Stevenson, Betsy Parry of OHA Drinking Water Services, Greg Wacker of Oregon Water Resources Department, and Kent Downs from Curry County. A main purpose of the visit was to assess the condition of the water sources in light of confirmed E. coli contamination in the source water. (E. coli was confirmed in the last of the active sources (AC) a couple weeks after the visit.) Findings included: (1) Source BA Spring (Upper Cistern) has surface water infiltrating in and does not meet current construction standards-- this is a major public health concern without adequate treatment for surface water pathogens such as Giardia and Cryptosporidium. (2) Source AD (New Dug Well #4) is not plumb and will not meet standards. (3) Source AB (Dug Well #2 - unconnected "spare cistern") is not properly sealed. (4) SRC-AC (New Dug Well #3) may meet current construction standards for dug wells, but we cannot determine that until we receive a well log. (5) Source AA (original Dug Well #1) was previously determined not to meet construction standards. Discussed the option of either reconstructing the sources to meet GW construction standards, or adding surface water treatment. Given the effort involved in reconstructing all sources, Vic was inclined towards adding surface water treatment. He had already installed a Harmsco cartridge filter at WTP-B. Noticed that the cartridge was not an LT2-compliant model from our approved list. Vic has since purchased the correct cartridge and installed it in the same housing. ACTION NEEDED: Document Whalesheads decision as to whether to reconstruct or add surface water treatment to all sources (both treatment plants). If adding SW treatment, DWS will send system a letter with an 18 month deadline to complete installation and the interim reporting requirements. |
