Details: | SUMMARY: High raw turbidity and new contact minutes DETAILS: The February surface water treatment report showed turbidities of 5 and 7 NTU measured before the storage tanks after heavy rains. I looked at the interim monitoring requirements (during the time before they add filtration), and realized that during this time, they should be monitoring turbidity after the storage tanks as the water is going into the distribution. But because they do not have that "after" turbidity data, and the raw turbidity has continued to be above 5.0 in March so far, DWS decided a public notice was appropriate. We drafted up a boil advisory that explained the water system does not have the data to compare with the compliance standard, but that in general higher turbidities mean a higher risk of microbes. I emailed Daniel the draft today. They may lift the notice after 3 days of post-turbidity readings are below the standard (5.0) and they obtain another absent coliform result. Meanwhile, the Feb report also showed that the CT was not met on certain days. This was less of a concern because I had revised the contact time estimate from 73 to 142 minutes based on new input from their engineer (lower max demand). I asked Daniel to begin using 142 min in the current (March) report. ACTION NEEDED: Await copy of final public notice, new data that may allow them to lift the notice. |
