  Comments:
1. The occasional chlorination with erosion chlorinators at the storage reservoirs is not allowed. Please discontinue this practice. It is the requirement of the DWP that DVWD either chlorinate continuously in the storage and distribution system, or not at all. The occasional batch chlorination may mask source or distribution contamination issues, that would best be addressed through a more thorough and regularly administered disinfection practice. 2. While it is understood that there is both cross training and communication among experienced staff to ensure the transfer of knowledge, and a level of redundancy of certified operators, a written operation and maintenance manual is also necessary. You may begin by explaining the source, storage, and distribution operations and maintenance, the standard operating procedures for certified operators, and record keeping. Please send a written certification statement to the DWP when this manual is complete. 3. Establish written protocols for each operator, other than the operator in direct responsible charge (DRC - Ed). These protocols will describe operational decisions the operator is allowed to make, and those conditions under which the DRC or designated adequately certified operator needs to be consulted. However, it is the DRC who assumes responsibility for delegating field lead operators who are certified at the adequate level (WD - 2 distribution), to be the designated operator, to be consulted by under-certified operators.
