Comments: Deficiencies 1) Turbidimeters Not Calibrated Quarterly. On-line and benchtop turbidimeters must be calibrated according to factory specifications at least quarterly. On-line turbidimeters must have the appropriate amount of water flowing through them in order to accurately measure turbidity. At the time of the survey, it appeared that the combined filter effluent turbidimeter did not have an adequate flow rate. Please ensure that the flow rate is within manufacturer specifications. 2) Turbidity profiles not conducted at least quarterly (OAR 333-061-0076(3)(a)(D)) As discussed, turbidity should be measured from filtered water before, during and after a backwash. I have enclosed some information on conducting a backwash which you may find helpful. Temporary spikes in finished water turbidity are a common occurrence following a backwash. The turbidity profile can be used to determine appropriate backwash and filter-to-waste times, such that these initial spikes are minimized. An optimized backwash process should keep spikes experienced after the filters are brought on-line to levels below 0.3 NTU. Turbidity should drop to below 0.1 NTU within the first 15 minutes. 4) Lead and copper sampling is past due. Lead and Copper tap sampling must be completed every three years. The last round of sampling was completed in 1998. Ten lead and copper tap samples must be taken by September 30, 2008 and the results reported to our office by October 10, 2008.
