| Details: | SUMMARY: Haven Acres water system responsibility #1 DETAILS: I received a call from Brent Thorad, 503-791-5330. He had a complaint that the pumps serving the Haven Acres part of the Clatskanie system fail periodically and they dont have any water at these times. As he described the arrangement, I learned that Clatskanie considers this part of the system to be privately owned, and the City does not maintain the pipes or pumps. Gary Leinonen, an individual that helped put in the original development 40 years ago, is the supposed owner of the system, though it seems no legal written documentation exists. There is no water association. There are about 20 homes up there, and they all have individual metersand pay the City directly for water. From my assessment of the situation, this area of the system (Haven Acres) should be part of the Clatskanie system. The caller said that wehn the pumps go out, they sometimes lose water for several days, and no boil water advisory is ever issued. The City also does not conduct any coliform or other water quality sampling in that part of the system. Continued in Contact Report #2…. ACTION NEEDED: see Contact report #2 | ||
