Details: | SUMMARY: MRDL Violation DETAILS: Due to a mechanical failure in a chemical feed pump, a siphon effect resulted in an overfeed of sodium hypochlorite into the clearwell at the treatment plant during the night of 11/13/07. Staff estimated that approximately 13,000 gallons of water with a chlorine level of 5.0 ppml may have entered the system during the night. By late morning the highest residual in town was under 2.0 ppm, and decreasing during the day. Apparently no complaints have been received. The chlorine analyzer at the treatment plant was programmed to shut the plant down in the event of low or no chlorine, but the setpoint for high chlorine had apparently never been entered. The analyzer is now set for a high-level chlorine shutoff action at 3.0 ppm. ACTION NEEDED: This is a Tier 2 violation requiring public notice within 30 days. Discussed this with staff-- notice will likely be delivered with water bills. We also discussed possible language for this notice, since there is no EPA template or required language for this violation. |
