Details: | SUMMARY: pressure complaint and procedure development DETAILS: I received a complaint from a resident served by the Starlight Village booster pump station of pressure fluctuations and outages. He said that neighbors had talked with the city council/city planner/city manager, but he didnt know if anyone had talked with the water system operators. I talked with Kevin Fear, the DRC operator, who said there was a pump outage and loss of pressure (10 psi at the top of the hill, but there are some homes with higher connections) in August of this year and another a year prior. Kevin also talked with the complainant (see letter in file). The system issued a boil water notice and coliform samples were negative. This area, serving 30-35 homes, also experiences surging pressures which Kevin said the the developer of the subdivision and a pump company are looking into. Kevin has also been in contact with Rob Henry with the circuit rider program, who is providing assistance. Philomath wrote a procedure following the DWPs BMPs and a letter to the residents informing them of what they should do in the event of a service outage and what they can expect from the city. I approved the procedure and letter with recommendations. ACTION NEEDED: Philomath needs to let me know when they issue boil water notices and follow their procedure. They will also keep me informed of the progress of the surging pressure investigation. A backup generator is not required at this time due to the infrequency of losses of pressure to less than 20 psi. See correspondence in file. |
