Details: SUMMARY: High raw water turbidity making treatment difficult DETAILS: Justin Riggs called regarding high turbidity water. Justin explained that the direct plant was designed to treat 30 NTU and the raw water was well beyond that (pictures of raw water intake were sent showing flooding). He had worked a 24hr shift last night, but was not able to produce water good enough (0.3 NTU or better) to turn into the system. They were going to try and use a backup submersible pump to put in the river to fill the wet well of the raw water intake to take the (lighter particles) from the top of the river rather than what was being settled deeper in the river where the intake screen is located. If that did not work Justin was wanting to know what regulatory requirements would apply to serve water above turbidity standards. I sent an e-mail summarizing the requirements. ACTION NEEDED: If the combined filter effluent (CFE) turbidity exceeds 0.3 NTU in 95% of the 4-hr readings for the month, a tier 2 (30 day) notice must be issued. If 1.49 NTU is exceeded in any 4-hr reading of CFE turbidity, this is also at least a Tier 2 (30-day) public notice violation, but this may be elevated to a boil notice (Tier 1) within 24-hrs if DWS believes there is a health risk (e.g. If the event is long, and percentage of high NTU water is high (for example, greater than 10% of the clearwell volume or current daily production)). If 1.0 NTU is exceeded in any two consecutive measurements of individual filter effluent turbidity taken 15 minutes apart, then a filter profile is required and they have to report which filter, any values over 1.0 NTU, the cause of the exceedance and when it occurred.
