  Comments:
The deficiencies noted are as follows:
Surface Water Treatment Deficiencies Monitoring
1. Improve treatment plant to achieve 2.0 log giardia removal credit. Major issues include: inoperable flocculation paddles, failing to meet turbidity standards, undersized sedimentation process. Prepare to enter a Bilateral Compliance Agreement with DWP to set a schedule to resolve these deficiencies during a mutually agreed upon timeline.
2. Turbidity compliance standards are not met.
3. No means to accurately determine disinfection contact time under peak flow and minimum storage conditions. - You need an effluent flowmeter after the clearwell and the contact time used for CT calculations must be based on the results of a tracer study.
4. In-line and benchtop turbidimeters must be calibrated according to factory specifications at least quarterly.
5. Turbidity profile not conducted at least quarterly.

Finished Water Storage Deficiencies
6. Lock the hatch at Clearwell reservoir.

Distribution Deficiencies
7. Distribution chlorine residuals are not collected daily.

Monitoring Deficiencies
8. Required monitoring is not current: DBPs missed in 2007; SOCs missed 2005-2007; Arsenic missed in 2007; Coliform reporting is insufficient after MCL violations. Anytime you get a TC+, you must take 5 coliform samples the following month - not your normal 2 monthly samples.

Management and Operation Deficiencies
9. No written protocol for non-DRC operators.
