Details: | SUMMARY: Boil Water Advisory DETAILS: Chris called at about 8:30 am on the 21st to inform me that one of their 3 downstream repeats was positive for total coliform, which confirms their earlier Ecoli positive at the outlet of open Reservoir 3. I told Chris they had to go on a Boil Water Advisory. The reservoir had been taken off-line friday. He said the area is hydraulically separate from the east side, so I agreed that the boil notice could be limited to west side customers. There are also several wholesalers served from this area: Burlington, Valley View, Palatine Hills, Tigard, Lake Grove, West Slope, Southwood Park. I reviewed and approved a draft notice. He thought the notice would go out about 10 am. Multnomah, Clackamas, and Washington county heatlh departments were notified, as well as Dept of Ag and PHD communications. The notice went out at 12:15. He said due to the size and complexity of their system they are not able to flush the water out. We discussed additional sampling to determine if and when the notice could be lifted. I told him the exact number was up to them, but sampling had to represent different areas where the water might be, and they should be able to explain what they decided and why it is adequate. On Sunday 7/22 he called at 7:30 am and said that the 12 samples they took around the west side were all negative for total coliform and ecoli. I said the boil advisory could be lifted. ACTION NEEDED: consider a de-brief discussion PWB regarding communicating the public health risk. PWB is on a compliance schedule to disconnect the open reservoirs by 2015 and 2020, and with a chloramine residual, there are not any additional interim measures that can prevent this from happening again. |
